Course Content

Module 1: Introduction to Dangerous Goods Regulations

  • Philosophy and fundamental principles of IATA DGR.
  • Historical overview of dangerous goods incidents in aviation.
  • Legal basis: ICAO Technical Instructions and national regulations.
  • Scope and applicability of the DGR to various stakeholders.
  • Understanding roles and responsibilities of shippers, operators, and agents.

Module 2: Dangerous Goods Classes and Divisions

  • Overview of the nine classes of dangerous goods.
  • Detailed characteristics and primary hazards of each class (e.g., explosives, gases, flammable liquids).
  • Understanding divisions within classes (e.g., Class 1, Class 2).
  • Recognizing subsidiary risks and multiple hazards.
  • Introduction to packing groups (PG I, II, III) based on degree of danger.

Module 3: Identification of Dangerous Goods

  • Proper Shipping Name (PSN) selection and its importance.
  • Using the List of Dangerous Goods (Section 4 of DGR Manual).
  • Understanding UN numbers and their significance.
  • Special Provisions and their application.
  • Identifying "hidden" dangerous goods in general cargo or passenger baggage.

Module 4: Packing Requirements

  • General packing requirements for dangerous goods.
  • Understanding UN specification packaging codes and testing.
  • Specific packing instructions for each class/division.
  • Use of inner, outer, and single packagings.
  • Limited Quantities (LQ) and Excepted Quantities (EQ) provisions.

Module 5: Marking and Labeling

  • Requirements for proper marking of packages (e.g., UN number, PSN, shipper/consignee details).
  • Application of hazard labels (primary and subsidiary risk labels).
  • Handling labels and their specific instructions (e.g., Cargo Aircraft Only, orientation arrows).
  • Overpacks and their marking and labeling requirements.
  • Placement and visibility of marks and labels.

Module 6: Documentation: Shipper's Declaration for Dangerous Goods (DGD)

  • Purpose and importance of the Shipper's Declaration.
  • Step-by-step completion of the DGD: accurate and complete information.
  • Required information on the Air Waybill (AWB).
  • Role of additional documentation (e.g., competent authority approvals, test reports).
  • Verification procedures for dangerous goods documentation.

Module 7: Handling and Stowage

  • Acceptance procedures for dangerous goods consignments.
  • Segregation requirements for incompatible dangerous goods.
  • Loading and stowage principles on aircraft (passenger vs. cargo aircraft).
  • Inspection procedures for packages and cargo compartments.
  • Provisions for Pilot-in-Command notification.

Module 8: Emergency Procedures and Regulatory Variations

  • Emergency response information (ERI) and Safety Data Sheets (SDS).
  • Actions to take in case of leakage, spillage, or fire involving dangerous goods.
  • Reporting dangerous goods incidents and accidents.
  • Understanding State Variations (differences imposed by national authorities).
